Vivian Mildred Bailey born February 3, 1918, was a volunteer, civil servant, and World War II veteran from the United States. She worked as a fundraiser for causes such as education, health, and military troops.

Bailey was a commander of the Women’s Colored Detachment and one of the first African American officers in the Women’s Army Corps. Bailey worked for the Social Security Administration as a division director.

After Bailey’s father was deployed for World War I, her mother relocated the children back to her hometown of Tulsa, Oklahoma. She went to segregated schools as a child.

She grew up in Tulsa and met historian John Hope Franklin.
